Environmental Protection Agency (EPA) seeks experience vendors who can
provide an upgrade to an existing Horiba Light Duty (LDV) 48" single
roll electric dynamometer to have Medium Duty Vehicle (MDV) load
capabilities for use in motor vehicle emissions testing in accordance
with CFR Part 40 Subpart 86. This procurement will provide two
essential components of this retrofit -- the physical hardware and
software changes and the expertise to engineer, install, calibrate, and
verify the complete system. The physical changes involve a new AC flux
vectored power converter and drive to enable higher loading
capability. Three phase wiring from the power panel to the dynamometer
disconnect and power converter will need to be replaced to handle the
higher electrical current loads (250 amps) of MDV dynamometer. The
existing motor, load cell, rollers, and all mechanical components of
the LDV-48 machine can be retained, but the upgraded system will
require a new calibration and parameter changes to adjust the response
tuning after the electrical power upgrade. The subsystems shall be
installed and integrated with the existing Horiba RTM-200,
microcomputer and CDC 900 controller systems that control the
performance of the dynamometer. Any parameter or software changes shall
be completed by the vendor and the performance of the overall system
shall be verified by an acceptance test procedure. Interested parties
