This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is USZA95-97-R-0010. This is a request for proposal. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-3. Standard Industrial Classification (SIC) Code applicable to this acquisition is 3679. The size standard is 500. The U.S Army Special Operations Command intends to issue an Indefinite Delivery Indefinite Quantity contract with the intent of issuing delivery orders on a firm-fixed-price basis. The intended source is Rolls Royce Allison. This acquisition is in accordance with DOD 4140-1R C6.2 "Exchange or Sale of Non-excess Personal Property consisting of 55 KIOWA Warrior engine wire harnesses (P/N: 23067720) for a total of CLIN 0001 55 each A/MH-6M 250-C30R3/M engine wire harnesses (P/N: 23064230) equipped with HIREL connectors. A/MH-6M 250-C30R3/M engine wire harnesses will be used to integrate Allison 250-C30R3/M gas turbine engine into the A/MH-6 aircraft. Delivery is estimated to be March 1999. The 55 A/MH-6M 250-C30R3/M engine wire harnesses are available to the commercial market to the highest offerer (the Government reserves the right to make split awards). Interested parties can view the wire harnesses at Raytheon E-Systems 5749 Briar Hill Rd., Lexington, KY 40512 by appointment. The intended source is Rolls Royce Allison, 250 Series Engine Division, PO Box 420, Speed Code P-39A, Indianapolis, IN 46206-0420. Allison possesses engineering expertise and technical data to provide A/MH-6M 250-C30R3/M engine wire harnesses to the Government. The A/MH-6M 250-C30R3/M engine wire harnesses are commercial items. Commercial procedures are applicable at FAR Parts 12 and 13.6. The Government does not own technical data for A/MH-6M 250-C30R3/M engine wire harnesses. Rolls Royce Allison owns all design rights and is the only known manufacturer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed contract for A/MH-6M 250-C30R3/M engine wire harnesses are based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The inspection/acceptance and FOB Point are Destination (DODDAC H92227, Raytheon E-Systems, Door 12, 5749 Briar Hill Rd., Lexington, KY 40512). The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition without addenda. The provision at 52.212-2 "Evaluation -- Commercial Items" applies to this solicitation. Award will be made to the low technically acceptable offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition without addenda. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following optional clause cited within 252.212-7001 applies: 252.225-7001 -- Buy American Act and Balance of Payment Program. As previously noted, the known source of supply is Signal Processing Systems, San Diego California. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the government.
