Center plans to issue a NASA Research Announcement (NRA) to solicit
fundamental research proposals that offer new and creative solutions to
technical problems encountered in the area of Advanced Materials
Research. Specifically, this solicitation is looking for submissions
that develop novel polymeric, metallic, and ceramic materials and
processing technologies, develops new nondestructive measurement
technologies, characterizes material deformation and failure behavior
to ensure structural integrity of aircraft and space structures, or
researches the effects of aircraft and spacecraft service environments
on material performance. The NRA will focus on fundamental, long term,
high risk/high payoff technologies. Participation under the above
announcement is restricted to educational and other non-profit
institutions. Although no specific set-aside is contemplated for HBCU's
and other minority institutions, their participation is highly
encouraged. NASA employees are not permitted to be co-principal
investigators on these proposals. The anticipated release date of the
NRA is on or about January 6, 1999. The proposals will be evaluated
four times with first anticipated proposal due date of on or about
February 8, 1999 and the other three due dates at 90 day intervals.
Technical evaluations will be conducted through a peer review process
by discipline specialists. Proposals for up to 3 years of research
activities will be solicited. Approximately $0.7 million of FY 1999
funds are anticipated for funding the proposals. Additionally, it is
anticipated that approximately $1.4 million would be available between
FY 2000 and 2001. An ombudsman has been appointed. See Internet Note
"B". The NRA and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excell 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using
