(USAID)intends to award to RONCO Consulting Corporation a sole source
modification to existing contract no. AOT-C-00-96-90080-00 for
continued services to complete a demining program in Rwanda. The
additional services include advanced training in demining techniques,
transfer of specialized urban bomb disposal skills, and operational
support to the National Demining Office. USAID estimates completion of
this program will take 18 months. Further extensions of the contract
to complete the program may be possible. USAID intends to award this
modification on a sole source basis, under authority of AIDAR
706.302-70(5), to ensure the continued provision of highly specialized
services when award to another contractor would result in substantial
additional costs to the government and would result in unacceptable
delays. All interested parties are invited to respond to this
requirement by submitting plans to satisfy this requirement. All
submissions must include documentation indicating how the services are
equal to that identified above. It is the vendor's responsibility to
provide the sufficient technical detail to allow USAID to discern the
capability of the vendor. USAID will consider documentation provided by
responsible sources. If no affirmative written response or responses
advantageous to USAID are received within 15 calendar days after
publication of this notice, the contract with RONCO Consulting
Corporation, Inc. will be modified to permit the additional services.
Please note, nno contract award will be made on the basis of
offers/proposals received in response to this notice. As a result of
analyzing responses to this notice of intent, the contracting officer
may determine that a solicitation will be issued. This synopsis is
merely a notice of intent to award a modification against a contract
and should not be considered a request for offers. Further, USAID will
not pay for any such information provided. Any responses should be
