Bureau of Prisons, Federal Correctional Institution (FCI) Manchester
intends to award a Non-Personal services contract for Testing
Administrator services. The contractor will be responsible for the
following: 1) Administering, analyzing, reviewing and evaluating the
ABLE, CASAS, SABE, and GED test for the inmate population at FCI and
FPC Manchester. 2) Provide information to the COTR of materials needed
for the areas of ABLE, CASAS, SABE, and GED testing. 3) Submitting
requests to the COTR to ensure the testing program has the needed
supplies and equipment. 4) Maintain accurate inmate accountability
through a detail roster or callout. 5) Provide accurate daily and
monthly reports showing testing results. 6) Informing the COTR of
discrepancies and problem areas within their immediate area of
responsibility. 7) Provide additional reports and surveys to the COTR
as needed. 8) Must have a degree in education, an advanced degree in
teaching or tests and measurements is preferred, but not required. 9)
Must have at least one year of work experience in area of testing
administration field, and one year of supervisory experience. 10) Need
to address prior experience in supervising individuals, the type of
individual supervised, quality of instructions, and the size of the
classes supervised and instructed. 11) Must follow strict test security
procedures during all testing sessions and during the handling of
mailing the tests. The Bureau of Prisons anticipates a Firm Fixed
Price, Requirements type contract. This solicitation is 100% set aside
for small business concerns. The contract will include a base year,
with four (4) one (1) year option periods for renewal, with anticipated
award date of February 1, 1999. Each year will consist of an estimated
312 sessions per year. The anticipated issue date of this solicitation
December 14, 1998, with an anticipated receipt of offers due January
14, 1999. All responsible sources may submit a proposal which shall be
