The building will be 2 stories with about 1,050 square meters (SM) with clay tile roof, masonry exterior walls, concrete floor slab and foundation. Supporting facilities include a temporary office building of 465 SM, utility connections, landscaping and irrigation. Two buildings of 1,100 SM total, with lead-based paint and asbestos shall be demolished. This solicitation is 100% SET-ASIDE FOR SMALL BUSINESS. Standard Industrial Classification (SIC) code is 1542. Small business size standard is $17 Million. Contract award will be based upon the overall "Best Value" to the Government and may not necessarily be the lowest-priced offer. Evaluation factors for award include the following criteria: Technical Factor (2/3 of total technical score) and Management Factor (1/3 of total technical score). Technical Factor includes three (3) subfactors: Experience, Past Performance, and Schedule (all weighted equally). Management Factor includes two (2) subfactors: Organization and Personnel Qualifications and Corporate Experience & Support -- Organization and Personnel Qualifications will be worth twice as much as the second subfactor. Solicitation will be issued on or about 17 December 98. Proposals are due on or about 19 January 1999. The Government intends to issue this solicitation through the use of CD-ROM and the Internet. The plans and specs have been placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specs will not be provided in a paper hard copy format. Notification of amendments shall be made through either 3.5" diskette, CD-ROM, and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation.
