The U.S. Army Tank Automative and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, has a requirement to identify, via this market survey, potential sources to design and install a deluge system. This system must be an instanteous response (millisecond) ultra-high speed system controlled by flame detectors (usually ultraviolet or infrared), used primarily to protect personnel, process equipment and buildings from the fire and thermal hazard presented by energetic material involved in high hazard explosive operations, such as melting, mixing, blending, screening, sawing, granulating, drying, pressing, extrusion and pouring. The design and installation of ultra-high-speed deluge systems for ordnance applications involves a technology which is substantially different from that associated with automatic sprinkler systems. Due to the speed of water delivery from all of the nozzles, ultra-high-speed deluge systems are highly dependent on the detection system, piping network, nozzles and water supply characteristics; therefore, the design, specification and installation of the deluge systems must be performed by experienced designers, engineers and installers who thoroughly understand the limitations and capabilities of these systems. The design and installation shall be performed by a contractor with at least two years experience with high-speed deluge systems and the design and calculations shall be certified by a professional fire protection engineer. Design and construction shall meet all applicable National Fire Protection Association (NFPA) code requirements, Occupational Safety and Health (OSHA) Standards, US Army Safety Manual AMC-R 385-100, and federal, state and local regulations. Contractor shall perform testing of the new system to assure compliance with the applicable codes and regulations. Contractor shall furnish framed, under glass and accessibly wall mounted, as-built sketch and operation instructions. Contractor shall dismantle and disposeof the existing deluge system in its entirety and guarantee the entire project for one year for labor and material. Interested parties are encouraged to provide a description of capabilities statement. Responses shall include information relative to knowledge/abilities to design/install the ultra-high-speed deluge system capable of preventing injury to an explosive test operator in the event of energetic ignition during hand loading operations and provide a point of contact for questions.
