architectural/engineering services for the Design and Preparation of
plans and specification for the construction and/or rehabilitation of
U. S. Coast Guard Training Infrastructure. The project includes
construction of new training facilities, relocation of equipment,
rehabilitation of existing spaces, site development/improvement, site
utilities, environmental documentation and other related duties
associated with development of shore facilities. The estimated cost of
construction is more than $10,000,000.00. The services are required to
begin approximately April 1999. No additional information is available
at this time regarding this project. Firms will be evaluated on the
following criteria: (1) Specialized experience of the firm and
technical competence in the type work required; (2) Professional
capacity to accomplish the work on time with a limited (accelerated)
design schedule; (3) Professional qualifications necessary for
satisfactory performance of required services; (4) Past performance on
D.O.T. and other governmental contracts in terms of quality of work,
ability to meet contractual performance and delivery schedules,
accuracy of construction cost estimates and A/E client relationship;
(5) Location of firm in general area provided there is an appropriate
number of qualified firms therein for consideration (preference will be
given to firms located within a 250 mile radius of Norfolk, Virginia);
(6) Minority/women in all job classifications, considering
availability in the general area; (7) Design ability and understanding
of the requirements of the project; (8) Project team organization and
key personnel roles and responsibilities in terms of coordination,
schedule, construction cost control, quality management practices, and
quality control procedures; (9) Ability to assess and specify asbestos
abatement and lead paint removal; (10) Experience of firm in evaluating
and determining environmental requirements and acquiring state and
local permits for construction; and (11) Ability to provide qualified
construction inspection services. Firms desiring consideration should

the address indicated above no later than 4:30 p.m. on January 4,
1999. This is not a Request for Proposal. In accordance with FAR
19.702(a)(1), Subcontracting Plans will be required for Large

Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000.00 per contract to provide accounts receivable financing. For
