vcathell@email.usps.gov. The Postal Service is seeking sources and
pre-qualification statements from System Integrators/Suppliers of AGV
systems interested in providing and installing an AGV system in a
Postal facility. This is a test system which will be moving postal
containers from an inbound dock to a sorting machine. The system may be
expanded in the future to include additional sorting machines and
docks. Installation, training and maintenance support is required. If
the web site is accessible (it was not at the time of this submission),
a draft Statemment of Work (SOW) can be accessed through
www.purchasing.gov. Otherwise, the draft SOW can be obtained through
the point of contact. In order to pre-qualify companies must have a
proven track record of installing and providing maintenance support for
AGV systems in an industrial environment. Parties interested in being
pre-qualified for this effort must provide a pre-qualification
statement that clearly demonstrates the following formatted to address
each of the ID criteria below: 1) Description of AGV which would be
provided including safety features. 2) Listing of locations where AGVs
have been installed. 3) Description of maintenance requirements and
maintenance philosophy for AGVS. 4) Description of Quality Assurance
plans used in the manufacture of AGVS. 5) Description of software and
development tools. 6) Description of operator and maintenance training
normally provided including duration. 7) A rough estimate of the cost
of installing two AGVs in a loop 50 ft wide by 200 ft long. 8) An
estimate of the time required to provide and install and make
operational 2 AGVs in a 50 ft wide by 200 ft long loop. 9) Past
performance based on the following: Quality (a record of conformance to
contract requirements and standards of good workmanship). Timeliness of
performance (adherence to contract schedules, including the
administrative aspects of performance). Business relations (a history
of being reasonable and cooperative with customers; commitment to
customer satisfaction; integrity and ethics). Cost control (a record of
forecasting and containing costs on changes and cost-reimbursement
contracts). Supply chain management (the supplier's management of total
material flow from all levels of subcontractors). 10) Supplier
capability based on the following: Have, or have the ability to obtain,
resources (financial, technical, etc.) adequate to perform the work. Be
able to meet the required or posed delivery schedule, considering all
existing commitments, including awards pending. Have a sound record of
integrity and business ethics. Have, or have the ability to develop,
a sound quality control program that complies with solicitation
requirements. Have the necessary organization, experience, accounting
and operational controls, technical skills, and production and property
controls. Have, or have the ability to obtain, the necessary
production, construction, and technical equipment and facilities. Be
otherwise qualified and eligible to receive and award under applicable
laws and regulations. Only those firms who are determined to be
pre-qualified will be considered for any resulting contracts.
Interested firms should prepare a discussion including the above and
the most recent financial statements, not to exceed thirty (30)
single-sided pages. The qualification statement must be submitted with
an original and three (3) copies to the address above no later than 4
