The Government intends to award on a sole-source basis to Litton Guidance & Control Systems, 5500 Canoga Avenue, Woodland Hills, CA 91367-6698 contract N00019-99-C-1128, which calls for modification of nine (9) Communication Control Group (CCG) units for the S-3B Viking Naval aircraft as well as Environmental Stress Screening and Qualification Testing of CCG units. It has been determined by the Naval Air Systems Command that only Litton Guidance & Control Systems possesses the capability to both meet critical schedule milestones within the Communications Improvement Program and perform full qualification testing on the CCG units. Therefore, it is in the Government's best interest to award sole-source to Litton Guidance & Control Systems and is done so under FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
