The Naval Air Systems Command intends to issue a cost plus contract to McDonnell Douglas Corporation (MDC) for the modification of the CIT Phase II effort under Basic Ordering Agreement N00019-94-G-0291. MDC will incorporate the 13C operation and maintenance of the CIT to the aircrew and O-level maintainers designated by the government. As the sole designer, developer and manufacturer of the F/A-18 C/D aircraft weapon systems, only MDC has the requisite knowledge, experience, and technical data required to successfully complete the integration without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication of cost to the Government. Furthermore, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government's minimum needs in a timely manner.
