Acquisition activity for the requirement identified as Joint STARS Integrated Support (JIS), and previously advertised in the referenced CBD notices, is canceled. The JIS acquisition strategy was briefed to the Senior Air Force Acquisition Strategy Panel (ASP) on 27 October 1998. The Air Force concluded that significant continued effort would be required to fully understand programmatic options associated with ongoing cost benefit studies and source of repair alternatives. While these efforts are continuing, the Air Force is taking necessary action to renegotiate the existing contracts through 30 September 2000 to ensure continuous warfighter support. Since the JIS ASP, the Air Force has decided to pursue a Total System Support responsibility approach that will incorporate prime contractor system integration, maximum prudent use of subcontract competition, and depot partnering. The government appreciates the voluntary efforts expended by industry partners interested in Joint STARS support, and will continue to openly communicate with them during this acquisition strategy redirection. Contractors who have expressed interest in JIS are encouraged to avail themselves of information on the new approach as it is made available.
