The National Park Service, Department of Interior is soliciting
proposals from construction firms having the capability to perform the
work described below. A negotiated firm-fixed price contract will be
awarded, requiring submission of both a technical and a price proposal.
The Government will consider an offeror's capability in comparison to
its price. The work of this contract consists of the general
construction of a transit and orientation facility. The facility will
consist of an orientation building, two comfort stations, a service
building, an open-air transit pavilion, four bus-stop shelters, six
open-air orientation kiosks, an exhibit shelter, ten shade shelters,
pedestrian ways and trails, wayfinding bases, seatwalls, service roads,
associated site grading and landscaping, and above ground and
underground utilities. Re-vegetation will be by others. The Mather
Point Transit Center will enable Grand Canyon National Park to reduce
resource impacts associated with day-use traffic congestion. Thecenter
is pedestrian oriented and will be served by a bus and rail transit
system planned for construction following the opening of this facility.
An interim trail access to the rim will be constructed to serve
visitors until the transit system is in place. The orientation and
transit facility has been designed to incorporate sustainable building
principles including passive solar heating, daylighting, and the
retention of existing vegetation. The buildings are designed to conform
to the National Renewable Energy Laboratory's Exemplary Building
Program. This program promotes the application of energy efficiency and
sustainable design principles. All work for the facility shall be
completed by August 1, 2000. All work will be performed under a single
contract. The estimated range of cost for construction is $5,000,000
to $10,000,000. A Request for Proposals (RFP) will be issued
approximately 21 days from the publication of this requirement, on or
about 1/19/98. A pre-proposal site meeting will be held on or about
2/3/99. This solicitation is open to small and large businesses.
Requests for the RFP must be in writing. A non-refundable bid deposit
for project documents is $250 per set, 3 set maximum, in the form of a
cashier's check, certified check, or money order made payable to the
National Park Service. Include Social Security Number or Taxpayer
Identification Number on check or money order. Project documents may
also be viewed at various plan rooms. Individuals wishing to receive a
