The work consists of clearing, grubbing, excavation (both rock and common), construction of a foundation grout curtain, and construction of a portion of a new rock fill earthen dam section. The rock excavation is extensive and will be performed by blasting in close proximity to a busy state highway and an existing earthen embankment dam. This project represents the first phase of the construction of a new gated spillway, however, the gated spillway and appurtenances are not part of this contract. Because the blasting is taking place next to an existing dam and near a highly traveled state highway, expertise in controlled blasting and seismic monitoring is essential. The grouting effort will involve the installation of a foundation grout curtain along the alignment of the new dam. This curtain is intended to provide seepage cut-off beneath the completed dam. Estimated magnitude of work is between $5,000,000.00 and $10,000,000.00. Large businesses must submit a subcontracting plan including the followingminimum subcontracting goals: Small Business Subcontracting -- 61.2%, Small Disadvantaged Business Subcontracting -- 9.1%, Women Owned Small Business Subcontracting -- 4.5%, Historically Black Colleges or Universities/Minority Institution -- 9.4%. Issue date for the solicitation will be on or about January 22, 1999. The solicitation is available on Compact Disk (CD-ROM) and provided free of charge. The solicitation will not be available in a printed paper format; however, the Government reserves the right to revert to paper medium when determined to be in the Goverment's best interest.
