grubbing, excavation (both rock and common), construction of a
foundation grout curtain, and construction of a portion of a new rock
fill earthen dam section. The rock excavation is extensive and will be
performed by blasting in close proximity to a busy state highway and
an existing earthen embankment dam. This project represents the first
phase of the construction of a new gated spillway, however, the gated
spillway and appurtenances are not part of this contract. Because the
blasting is taking place next to an existing dam and near a highly
traveled state highway, expertise in controlled blasting and seismic
monitoring is essential. The grouting effort will involve the
installation of a foundation grout curtain along the alignment of the
new dam. This curtain is intended to provide seepage cut-off beneath
the completed dam. Estimated magnitude of work is between $5,000,000.00
and $10,000,000.00. Large businesses must submit a subcontracting plan
including the followingminimum subcontracting goals: Small Business
Subcontracting -- 61.2%, Small Disadvantaged Business Subcontracting --
9.1%, Women Owned Small Business Subcontracting -- 4.5%, Historically
Black Colleges or Universities/Minority Institution -- 9.4%. Issue date
for the solicitation will be on or about January 22, 1999. The
solicitation is available on Compact Disk (CD-ROM) and provided free of
charge. The solicitation will not be available in a printed paper
format; however, the Government reserves the right to revert to paper
medium when determined to be in the Goverment's best interest. All bid
bonds, and other documents required for the offer submittal, including
amendments to the offer submittal, shall be in paper medium. Electronic
medium for the offer submittal documents will not be allowed.
