commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation numbr is DACA21-99-B-0010 and is issued as an Invitation
For Bids (IFB). Resultant contract will be Firm-Fixed Price. The U.S.
Army Corps of Engineers, Savannah District, has a requirement for the
acquisition and installation of twelve (12) 75 KVA Electrical Power
Conditioners in the existing facility of the Close Combat Tactical
Training Facility (CCTT), Fort Stewart, Georgia. Power conditioners
shall provide isolation, regulation, noise and transient suppression,
control, and monitoring of AC power. It shall include all equipment to
properly interface the AC power source to the intended load. Power
conditioners shall have input and output circuit breakers, conditioning
circuitry and system status and control panel assembled as a single
unit. Power conditioners shall be UL listed as a complete system. The
system shall comply with 47 CFR Part 15 for EMI emission limits for
Class A computing devices. Line voltage regulating transformers shall
not be allowed. Components shall be accessible from the front and/or
one side. System status and control panel shall be accessible without
opening of a door. Units shall have a warranty against defects in
material and workmanship for one year after initial start-up. The
contractor shall provide all necessary hook-ups and operational
testing. Required delivery date shall be 76 calendar days from the
award date. The solicitation and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-08. This
procurement is unrestricted. The Standard Industrial Classification
(SIC) code is 3612 and the business size standard is 750 employees. The
following is a list of contract line items and item quantities, and
units of measure: CLIN 0001 -- Furnish and Install 12 each 75 KVA
Electrical Power Conditioners, CLIN 0002 -- Install, Adjust, Calibrate,
and Test Equipment. All clauses and provisions incorporated in this
document by reference have the same force and effect as if they were in
full text. The provision at 52.212-1 Instructions to
Offerors-Commercial Items applies to this acquisition. The offeror
shall include a completed copy of the provisions at 52.212-3 Offeror
Representations and Certifications-Commercial Items. The following
clauses/provisions apply to this acquisition: 52.212-4 Contract Terms
and Conditions-Commercial Items, (MAY 97) includes all applicable terms
and conditions which are, to the maximum extent practicable, consistent
with customary commercial practices and is incorporated by reference.
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this solicitation and
subsequent contract. The following clauses and provision are mandatory
to the acquisition: Clause 52.0039-4002 Year 2000 Compliance, Clause
52.232-33 Mandatory Information for Electronic Funds Transfer Payment
and 252.204-7004 Required Central Contractor Registration. The
following clauses shall also be applicable to the acquisition: Clause
52.214-34 Offers submitted in response to this solicitation shall be in
the English language. Offers received in other than English shall be
rejected. Clause 52.214-35 Offers submitted in response to this
solicitation shall be in terms of U.S. dollars. Offers received in
other than U.S. dollars shall be rejected. All interested parties shall
request by fax copy of FAR clauses 52.212-1, 52.212-3, 52.212-4 and
52.212-5, addendums and a complete set of specifications and drawings.

hours. No faxed bids will be considered. Bids submitted shall indicate
the solicitation number, bid opening date and time, name, address and
