Hansen (410) 997-6248 Indefinite Quantity Construction Contract for
Miscellaneous Asbestos Abatement and Related Work At Various Leased and
Postal Owned Facilities Located in the Akron OH District Area:
(Counties-Williams, Fulton, Defiance, Henry, Lucas, Wood, Ottawa,
Sandusky, Erie, Seneca, Huron, Wyandot, Crawford, Richland, Ashland,
Medina, Wayne, Holmes, Summit, Portage, Stark, Tuscarawas, Trumbull,
Mahoning, Columbiana, Carroll, Jefferson, Harrison, Belmont). One or
more work/task orders will be issued totaling not more than $250,000
during a two (2) year period of the contract. The initial limit of
$250,000 may be increased by modification as agreed upon by the
contractor and the contracting officer up to the maximum of $3,000,000.
The project includes the removal, encapsulation, enclosure and/or
repair of asbestos-containing insulation, fireproofing, and acoustical
materials on pipes, boilers, ducts, tanks, structural members,
ceilings, floors, and walls in USPS facilities. The USPS can order the
contractor to decontaminate asbestos-contaminated surfaces,
decontaminate dirt floor areas, and repair, refinish, and replace
materials that are damaged or removed. The contractor shall comply
fully with the technical specifications, and will be closely monitored
by the engineer. All work shall be performed such that exposures of
contractor employees to asbestos fibers are minimized, building user
exposure or building contamination is prevented, and asbestos waste and
other contaminated materials are properly removed and promptly and
legally disposed. The engineer shall have the right to stop work at any
time established removal practices are not followed or test results
indicate release of fibers into the environment or building of equal to
or greater than the action level. The contractor shall not be entitled
to additional compensation for delays because of shutdown caused by
deviation/s to be established removal practices or testing for fiber
release. It is possible that portions or of the work will be performed
after work hours. Contractors must have a minimum of three (3) years
experience as of the date of issue in the repair and removal of
asbestos in accordance with EPA and OSHA regulations. Contractors must
have the capabilities of working at least three to five jobs at the
same time. At the direction of the contracting officer, one or more
contracts may be awarded from this solicitation. The Postal Service
guarantees no specific number of work orders nor a specific amount
other than the $10,000 set out above. The contractor agrees to perform
all work included or ordered pursuant to and in accordance with the
terms and conditions of the contract for the unit prices listed on the
price schedule times the multiplier given as an offer for this
solicitation. Offerors will be required to submit one (1) "MULTIPLIER"
to be applied to the various unit prices established in the "Unit
Price Schedule". The multiplier must contain the offeror's overhead,
profit, bonds, insurance, and all other contingencies. No allowance for
such items will be made after contract award. Offers are due by 3:00 PM
on January 28, 1999. Solicitation packages will be available on or
about December 28th at a cost of $60.00 per set, NON-Refundable. Make
checks/money orders payable to the USPS, Disbursing Officer,
referencing Solicitation #232098-99-A-0018. Packages may be obtained at
