Bail, III, Contracting Officer, (410)436-4537 The U.S. Army (USA) Soldier and Biological Chemical Command (SBCCOM) intends to award a contract to provide care, maintenance, surveillance and security of the Newport Chemical Depot (NECD) and collateral support services related to demilitarization efforts at NECD. NECD is a Government-owned contractor-operated facility consisting of approximately 8,430 acres. The facility is located within 2 miles of Newport, Indiana and approximately 70 miles directly west of Indianapolis, Indiana. Though NECD has been operating in a modified caretaker status since FY96, it was formerly a production facility for the VX agent and the RDX and TNT explosives. The facility is a stockpile storage site for bulk VX agent. The USA SBCCOM is responsible for ensuring support is provided for the management and operation of the facility. Mason and Hanger Corporation, a private company located in Lexington, Kentucky is currently the on-site operating contractor. The Government anticipates awarding an Indefinite Delivery, 5-year,contract where individual Task Orders will be issued on a cost reimbursable or fixed price pricing arrangement. The following approach will be used to optimize the solicitation. Phase 1 will be a critical Pre-Proposal Conference for the design of the solicitation. It will culminate with the issuance of the Request for Proposal (RFP) for Phase 2. Phase 2 will consist of the receipt and evaluation of proposals through contract award. A Pre-Proposal Conference will be held on February 3- 4, 1999, at the Berger Laboratory Auditorium, Edgewood, MD in which all interested parties who wish to participate are invited to attend. The purpose of this Pre-proposal Conference is to involve industry in active participation with the Government's Integrated Product Team (IPT) in designing the terms and conditions of the solicitation in order to facilitate the use of the best commercial practices. This Pre-Proposal Conference will allow each attendee to propose to the Government its management techniques that have been proven effective. In order to participate effectively in the Pre-Proposal Conference, it is strongly encouraged that you do the following. 1. Potential offerors should become familiar with the installation, its history and mission prior to the Pre-proposal Conference. 2. Potential offerors are expected to participate and contribute, orally, their knowledge of commercial standards and practices in the area of installation management and chemical operations. 3. Provide information on how industry would solicit and contract for similar services. 4. Discuss how this information can be used to make the resulting Request for Proposal (RFP) more flexible and compatible with commercial standards and practices. 5. Review the Draft RFP DAAD13-99-R-0006 "Newport Chemical Depot Operation", at the following Internet site http://www.sbccom.apgea.army.mil/srs/amcac/index.html and categorize cost drivers and identify inefficiencies that can be enhanced or replaced with commercial standards or practices. 6. Be able to establish, by consensus, industry standards and practices that can be readily incorporated into the resulting RFP to meet the Government 's requirements. 7. The Government will place emphasis on operating cost reduction and methods for performance incentives. INFORMATION TO POTENTIAL OFFERORS/CONFERENCE ATTENDEES. 1. PRE-PROPOSAL CONFERENCE. Registration for the conference is mandatory. The Conference proceedings will be open forum in its entirety. 2. READING ROOM. A reading room will be available beginning December 21, 1998 at Newport Chemical Depot, Indiana (Building 7700). The hours are 0900AM -- 1600PM, Monday through Friday. Please call Ms. Charlene Dunham at 765-245-4391, at least 2 working days in advance, to schedule an appointment to view the Reading Room's contents. Whenever possible, the data will be in electronic media format and made available on the Internet site at http://www.sbccom.apgea.army.mil/srs/amcac/index.html 3. SITE VISITS. Potential offerors can also contact Ms. Dunham to arrange for a site visit of the installation on January 5, 6, or 7, 1999. Site visits must be coordinated at least 2 working days in advance. All tours will be conducted as a group and will begin promptly at 8:00AM. The tour will consist of buildings, sites, and areas that are representative of the functions required to maintain, operate and secure the facility. If time permits, participants can identify specific buildings or areas not viewed on the standard tour (these will also be toured as a group for those wishing to participate). There are also public tours (limited) that are scheduled on Wednesdays (twice a month). All public tours are arranged through the Public Outreach Office, Ms. Mona Harney, at 765-492-4445. 4. DRAFT RFP. The Draft RFP DAAD13-99-R-0006 "Newport Chemical Depot Operation", will be released on or about January 6, 1999, at the following Internet site http://www.sbccom.apgea.army.mil/srs/amcac/index.html PHASE 2. The Final RFP is scheduled for release on or about March 31, 1999. This will be the controlling document for the preparation and submission of proposals.
