Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST) has a requirement for research and service assistance
in the Optical Temperature and Source Group of the Optical Technology
Division at NIST in the areas of: (1) Operation and maintenance of the
Medium Background Infrared Calibration Facility for the calibration of
blackbodies and infrared radiometers. (2) Operation of the Low
Background Infrared Facility for the calibration and characterization
of blackbodies and other types of infrared sources of radiation. (3)
Operation of laser-based systems for cryogenic, vacuum compatible
characterization of infrared sources and detectors. Period of
performance is a base year and four 12-month option periods. Offerors
will be evaluated on the following criteria: (1) Technical ability to
complete the Government's requirements as demonstrated through the
technical proposal, (2) Previous experience and minimum qualifications
of staff, (3) Price. During any single 12-month interval, the level of
effort required will be 1840 direct labor (physicist labor class) hours
with the option of increasing the level of effort up to a maximum of
12880 direct labor (physicist labor class) hours. Additionally, during
any single 12-month interval, options for the inclusion of the labor
class (physicist assistant) at a level of 0 direct labor hours to a
total of 7360 labor hours may be exercised. The options for labor hours
of both labor classes may be exercised in increments from 0 to 1840
labor hours for base year or each option year. NIST anticipates the
award of a Firm Fixed Price Labor Hour contract as a result of this
solicitation. The offeror shall meet the FAR 39.106 year 2000
compliance. The applicable Standard Industrial Classification Code is
8731. Request for Proposal (RFP) Number 53SBNB9C1018 must be in writing
or a written request can be faxed to (301) 963-7732. The RFP will be
issued on or about January 6, 1999, with an anticipated offer receipt
date of January 21,1999, and an anticipated award date of February 8,
1999. All responsible sources may submit a proposal which will be
