V -- NIGERIAN MISSION SOL HQ-99-03 DUE 010599 POC POC Jan Wisor (fax number 202/514-3353 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation HQ-99-03 will be issued as a Request for Quotation (RFQ) per FAR Part 13 . (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. (iv) This is a small business set aside. The applicable standard industrial classification code and small business size status is 4522 and 1,500 employee. (v) The contract line item is : Commercial Air Charter Transportation (see description below), quantity 1 service. This order will be issued for a firm fixed price. (vi) Description (all listed description elements are minimum requirements for award): Commercial Air charter transportation required for one aircraft capable of transporting up to 80 passengers from Harrisburg International Airport, Harrisburg, PA to Murtala Muhammad Airport, Lagos, Nigeria. Itinerary: The aircraft will depart from Harrisburg PA on January 19, 1999 to arrive in Lagos, Nigeria between 1200 hours and 1330 hours on January 20, 1999. Twenty (20) Dept of Justice Officers will board the aircraft in Harrisburg, PA plus 50 to 60 inmates. The inmates shall be offloaded at Lagos, Nigeria and the Dept of Justice Officers will return from Lagos, Nigeria to Harrisburg, PA for arrival at Harrisburg International Airport, Harrisburg, PA on January 21, 1999. The following special considerations shall apply: The chartered aircraft cannot land in territories belonging to Canada, United Kingdom or Portugal enroute to Lagos, Nigeria. The inmates cannot be offloaded in any country to change aircraft. The contractor shall provide meals for up to 80 passengers to Lagos, Nigeria and meals for 20 passengers on return to Harrisburg, PA. (vii) Delivery—as stated under the description above. The Government will not consider quotes from offerors who cannot/will not make delivery of the services as stated above. (viii) FAR 52.212-1, "Instructions to Offerors -- Commercial Items" is incorporated by reference, with the following addenda: Offerors shall submit with the Quote a signed self certification to the effect the chartered commercial aircraft company is in compliance with the local FAA rules and regulations. Offerors shall submit past performance information with their Quote. As a minimum, this shall consist of at least three recent, prior customer point of contacts, with the phone numbers for similar services. Past performance information may be rejected by the government. (ix) FAR 52.212-2 "Evaluation -- Commercial Items" applies to this acquisition. This is a best value procurment. Price and past performance evaluation will be evaluated equallly. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 "Offeror Representations and Certifications -- Commercilal Items" with the quote. (xi) The FAR Clause 52.212-4, "Contract Terms and Conditions, Commercial Items" and FAR Clause 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items" apply to this acquisition. No additional FAR clauses apply. (xiii and xiv -- Not applicable). (xv) -- Numbered Note 1 applies. (xvi) Quotes are due in a sealed envelope/packages no later than 1:00 PM Eastern Time, January 5, 1999.
