(VAGLAHS) intends to negotiate a Sole Source Basic Ordering Agreement
with New Directions, Inc. to provide the services of a residential
treatment center for Homeless Chronically Mentally Ill Veterans
Beneficiaries at VAGLAHS, West Los Angeles, CA. Contractor's
residential and ambulatory care facilities must conform to the
standards of the Life Safety Code (National Fire Protection Association
# 101) and conform to the fire safety code imposed by the state law
which adequately protects residents, and must meet all city, state, and
Federal requirements concerning licensing, liability insurance and
health codes. Contractor shall provide a program of therapeutic and
rehabilitative mental health services designed to promote a more
adaptive level of psycho-social functioning, supportive personal care,
individual adjustment services including social activities,
recreational, spiritual opportunities, and motivation and education of
patients to achieve and maintain independence in the activities of
daily living and self care. Contractor shall furnish each authorized
veteran a supervised alcohol and drug free environment, room and board,
laundry facilities, instructions in and assistance with health and
personal hygiene, monitoring of medication, supportive social services,
in collaboration with VA Case manager, individual professional
counseling, including counseling on self care skills, adaptive coping
skills, vocational rehabilitation counseling, in collaboration with VA
program assistance in learning and developing of responsible living
patterns to achieve a more adaptive level of psycho-social functioning,
upgraded social skills and improved personal relationships, support for
an alcohol/drug abuse-free lifestyle, and assistance in learning,
teaching, and internalizing knowledge of the illness/recovery process.
New Direction, Inc. is located on the VAGLAHS's grounds, which allow
for q quick relocation of the patient from the New Direction's
residential treatment center to the VA Acute Care Wards if the patient
suffers reoccurrence of symptoms. If any one feel that they can
provide this service, please call me. If no response received by
January 31, 1999, award will be made to New Directions, Inc., located
on the grounds of the VAGLAHS Center. Solicitation is to be issued on
