The United States Air Forces in Europe Contracting Squadron (USAFE CONS) is performing a cost comparison study to determine the feasibility to convert maintenance on over 5,000 (five thousands) military family housing units at Kaiserslautern, Landstuhl, Zweibruecken, Sembach Air Base, and Ramstein Air Base (all located in Germany) to a contractor operated function. The USAFE CONS will be using modified OMB Circular A-76 procedures as they apply to procurements outside the continental United States. The solicitation will not result in a contract if Government performance is determined to be more advantageous. The contractor tasks will include, but are not limited to, overall maintenance management, response to occupant's service calls, change of occupancy maintenance and cleaning, appliance and equipment management, interior and exterior painting and structural repairs, and preparation of associated reports and data. The sequence of the listed tasks does not imply a rating of importance or frequency of the requirement(s). The entire contract period, including option periods, would not exceed 60 (sixty) months according to the requirements of the Federal Acquisition Regulation (FAR) for non-personal service contracts.
