AND REPORTING NETWORK. The Global Air Traffic Operations/Mobility
Command and Control System Program Office (GATO MC2 SPO) is conducting
a Market Survey (Sources Sought Synopsis) requesting industry
information. This is a Request for Information (RFI) only. It is not a
Request for Proposal (or solicitation) or an indication that ESC will
contract for this item. ESC will not pay for information received in
response to this RFI. ESC intends to fulfill this requirement with
commercial, off the shelf items. The Bulgarian Air Force (BAF) Air Base
Operations Everyday Planning and Reporting (AEOP/AEOR) Network
requirement is for ten (10) geographically and functionally distributed
network workstations that will allow personnel located at various
operating locations, to submit a next-day Air Base Operations Request
(ABOR) consisting of: (1) the types and quantity of the planned
flights/tasks, (2) flight routes, areas and altitudes, (3) types and
quantity of the aircraft involved, (4) pilot/flight controllers
involved and (5) the beginning/end of the given operation. This system
must be capable of providing schedule consolidation, conflict
identification and resolution, and final schedule issuance. The system
must allow for post-execution review and annotation of the
previous-day plan with the actual activity/deviations that have
occurred. A database archiving capability, accessible from each
workstation, is required for the AEOP/AEOR network. Each workstation in
the AEOP/AEOR network shall be provided with software programs capable
of data processing (sorting, basic statistical calculation and
analysis, and the like) and data/message exchange of all daily flight
planning activities resident at that operating location. Six of the
workstations shall have the capability for exchanging International
Civil Aviation Organization (ICAO) flight plan information with Civil
Air Traffic Control (ATC) operations. Bulgarian Air Force personnel
will perform specific software program formatting required for
development of the various reports. Each workstation shall be provided
with a laser printer and Uninterruptable Power Supply (UPS). Each
workstation shall also be provided with a Modem, capable of supporting
variable Baud transmission rates typically found within the region and
operating over both normal and degraded telephone circuits. All
equipment shall be provided with operations manuals, and other standard
documentation that comes with the equipment, written in the English
Language. All hardware and software must be releasable for sale to
Bulgaria. Contractor-provided installation and checkout on-site in
Bulgaria is required. Training in the operational familiarization of
network components is to be provided during installation and checkout.
All quantities listed under this RFI are estimated maximum quantities.
The following information is being requested: (1) Descriptive product
literature to include unit prices for all items; (2) Availability and
description of any formal hardware and software trainingincluding
standard and optional courses; (3) Identify the warranty provided with
the equipment unit price and prices for extended warranties; (4)
Availability of on-call assistance (help desk) for hardware and
software products; (5) Typical overseas equipment delivery lead times,
from receipt of order, inclusive of the time required by the vendor to
comply with all export laws and regulations; (6) Experience and ability
to install equipment in overseas locations; (7) Time to complete
on-site installation and checkout activities, and also identify any
risk areas or other noteworthy issues to consider in installing such a
system in this region. Interested parties should provide cost and
product information meeting the above stated requirements no later than
20 days from date of this notice. All sources should indicate if they
are a large business, small business, small disadvantaged business,
8(a) concern or women-owned small business. All correspondence relating

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

issues or problems that have previously been brought to the attention
of the program manager or contracting officer and could not be
