The U.S. Coast Guard Academy plans to procure Female Service Dress Blue
coats in accordance with Fabrication Requirement Information (FRI)
CG-CDTO-U-006 and Male Service Dress Blue Coats in accordance with FRI
CG-CDTO-U-014 and FRI CG-CDTO-U-021. Manufacturers must be certified
through the U.S. Coast Guard Clothing and Textile Office, Natick, MA.
If not certified, first article approval will be required in order to
become certified. The anticipated contract will be a five year
Indefinite Delivery/Indefinite Quantity type contract. Individual
delivery orders will be issued over the five year period. The minimum
guarantee of the contract will be $30,000 worth of orders per year. The
maximum amount of the contract is 9,275 coats over a five year period.
This acquisition is a 100% set aside for Small Business. The SIC Code
is 2311 and the size standard is 500 employees. The contractor shall
provide all the labor and equipment necessary to provide the finished
items. Material will be provided by the U.S. Coast Guard. Submittal of
two Female Service Dress Blue Coats, two Male Regular Service Dress
Blue Coats, and two Male Athletic Service Dress Blue Coats will be
required as Product Development Models (PDMs). The PDMs will be
submitted with your proposal for evaluation to determine technical
capability to meet the Government's requirements. Material and patterns
will be provided by the U.S. Coast Guard Clothing and Textile Office.
Requests for solicitation packages must be made in writing specifying
the solicitation number. All requests shall be accompanied by a $75.00
non-refundable check payable to the U.S. Coast Guard. No telephone
requests for the solicitation package will be honored. Award will be
made to the responsive, responsible offeror who has been determined to
be technically capable of meeting the Government's requirements. Price
will be the controlling factor for award. For Minority, Women-Owned,
and Disadvantaged Business Enterprises(DBEs): The Department of
Transportation (DoT) offers working capital financing and bonding
assistance for transportation related contracts. DOT's Bonding
Assistance Program(BAP) offers bid, performance, and payment bonds up
to $1,000,000. DoT Short Term Lending Program (STLP) offers line of
credit to finance accounts receivable. The maximum line of credit is
