(SSA) has a requirement for a contractor to provide services and
supplies to implement and maintain a Third Party Payment System (TPPS)
that will allow SSA to issue selected payments using payment
instruments. Payment instruments mean drafts, checks or other similar
negotiable instruments. The contractor shall service up to 5,000 SSA
cashiers in approximately 1500 SSA offices worldwide. SSA expects to
issue in fiscal year 1999 approximately 500,000 payments equaling an
estimated $150,000,000. The SSA TPPS shall require 1 master account and
16 subsidiary accounts. The contractor shall provide for an additional
5 subsidiary accounts for future expansion. Each subsidiary account
shall have 1-350 subaccounts. SSA will reimburse the contractor daily
on a "payments instruments paid" basis for the amounts on the payment
instruments with funds made available to the contractor by electronic
funds transfer. The initial period of performance shall be for one year
beginning 09/21/99 with four one-year options to extend the term of the
services. This acquisition has been determined to be subject to Part 12
of the Federal Acquisition Regulation (FAR) regarding the acquisition
of commercial items. This is a simplified acquisition under the test
program for certain commercial items and a request for proposal, number
SSA-RFP-99-3737, is scheduled for release on or about January 22, 1999,
with proposals due 30 days thereafter. Requests for the RFP may be sent
via telefax on (410) 966-9310 or mailed. Requests for the RFP should be
received no later than ten (10) days after the date of this
publication. Requests received after this period will be filled on a
first-come, first-served basis until the supply is exhausted. All
requests must be in writing and should cite the solicitation number
SSA-RFP- 99-3737. No telephone requests will be honored. This is an
unrestricted requirement and proposals from all responsible sources
shall be considered by the agency. The solicitation will be available
for downloading from SSA's Acquisition Information Home Page at
http://www.ssa.gov/oag/oag1.htm. Please note that the solicitation
version on SSA's home page will not include the SF-1449,
Solicitation/Contract/Order for Commercial Items or any attachments.
