The project is for the construction of a new portion of rail at the Naval Weapons Station, Charleston, SC. The project includes two new rail car holding yards and connecting rail, an exterior concrete transfer site, truck scale, concrete paving, exterior site lighting, lightning protection, earth berms, and incidental related work. The solicitation for the acquisition of a new portion of rail is formatted as a Request for Proposals (RFP) in accordance with the requirements designated by Federal Acquisition Regulation (FAR) Part 15 for negotiated procurements. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered.
