ahrensch@navair.navy.mil. The Department of the Navy, Naval Air Warfare
Center -- Aircraft Division, Materials Division at Patuxent River,
Maryland intends to issue a sole source contract with Bihrle Applied
Research, Incorporated for the procurement of technical and engineering
services in order to maintain and upgrade current aircraft trainer
simulations to the highest fidelity possible, to support the fleet
during Research and Development Test and Evaluation programs, to
upgrade current aircraft trainer simulations, and to support research
into advanced aircraft configurations. Engineering and Support Services
will include the following: (a) evaluation of data gathered using
available Rotary Balance facilities including those at NASA Langley
Research Center; gathering and evaluating data for analysis and
modeling of stall/post-stall maneuvering conditions; gathering and
evaluating data for analysis and modeling out-of-control flight
dynamics; (b) evaluation of data gathered using the Large Amplitude,
Multi-Purpose (LAMP) test facility, designed to obtain a wide range of
static and dynamic test data; Using this facility to acquire the
steady state (static and rotational) and oscillatory stings as required
to obtain static and dynamic aerodynamic data; evaluation of data
gathered by using the former NASA Full Scale 30 ft by 60 ft wind tunnel
facility; (d) performing modeling and database development using
analysis and mechanization tools to provide turnkey high fidelity, high
angle of attack simulation databases; (e) providing the testing and
support necessary to collect and implement a new and improved dynamic
data set of Navy simulations as well as investigation of support for
many areas of simulation the Department of Navy requires; (f)
performing the design engineering, construction, flight test data
support management and reduction of flight test data for large scale
Remotely Piloted Vehicles (RPV) that model the aerodynamic
characteristics of specified Naval aircraft or portions thereof. The
contract must have the following facility capabilities: (a) rotory
balance test facility located in the NASA Langley 20 foot vertical
tunnel; (b) LAMP test facility; (c) full scale 30 ft by 60 ft wind
tunnel facility. Bihrle Applied Research, Incorporated is the only
known source with the technical experience, data, and facilities
necessary for the performance of this effort (See Numbered Notes 22).
