This synopsis is a notice of intent to issue an award for other than full and open competition and should not be considered an RFP. No solicitation will be issued. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and is solely at the discretion of the Government. This decision was based on the Governments need to select a product that was an enterprise data-modeling tool having a single repository for storing all data entered into it. This software also produces detailed documentation from the data placed in it; is user friendly; and more suited to our current environment. Contract award is contemplated o/a January 22, 1999.
