Norfolk Detachment -- Washington D.C. is seeking sources to procure
special studies on behalf of the Navy Recruiting Command, Arlington,
VA. The Naval Recruiting Command is looking into the possible future
acquisition of special study efforts to examine, analyze, and make
recommendations on their acquisition and distribution of RADs. The two
main categories of RADs include: collateral items (consisting of items
which are printed, i.e. brochures and posters) and promotional items
(consisting of all other items, i.e. ball caps and T-shirts). The goals
of this study will be to provide guidance on how to: (1) increase
flexibility and responsiveness of the RADs program; (2) optimize the
supply chain; and (3) maximize the value added by the RADs investment.
In order to accomplish these tasks, analysis will need to be completed
on each value driver within the supply chain, in order to select the
best mix of processes and tools to minimize costs while maximizing the
effectiveness of the program. Elements, which should be evaluated,
include (1) Inventory management; (2) Acquisition; (3) Material
distribution; and (4) Order fulfillment. Any potential source is
