Real Property Information Decision Evaluation (Pride) Facilities
Management System. The Army National Guard Bureau (NGB) is seeking
expressions of interest from firms having the capability of providing
commercial-off-the shelf software packages for use in planning and
managing facilities, project and program management, and allocating and
tracking budgets for facilities management at the head quarters level.
It is the intent of the NGB to purchase software from a single vendor
or integrator, which will best meet their requirement with a minimum
of modification. A single firm will be selected to provide these
services, but elements of the work may be subcontracted. The technical
point of contact is Mr. Mark Fleming (256)895-1535. The software
package or packages must meet the following minimum requirements: (1)
Run in a Windows NT environment; (2) Be based on an Oracle or
Oracle-compatible database management system; (3) Be WEB- based; (4) Be
LAN/WAN compatible; (5) Be Y2K compliant; (6) Meet General Ledger
Accounting Codes (GLAC); (7) Be spatial management capable; (8) Having
open architecture and expandable. The software will be evaluated
against weighted requirements. A detailed specification for the
software is currently being developed, and will be provided to firms
with the solicitation. Interested firms should include within their
responses the name, location and a point of reference of government and
commercial sites where the COTS program has been implemented. Qualified
firms may be invited to provide a one-time on-site demonstration at the
Army National Guard Readiness Center, Arlington, VA. The
performance-oriented demonstration will require implementing a series
of scenarios using data provide by the government to demonstrate the
necessary program tasks. Those firms selected by the government for a
demonstration will need to submit a data model of the system to be

a decision as to whether this procurement will be an 8(a) set aside,

business size, and information as to whether the firm is a small and
disadvantaged business, a Historically Black College or University or
