850-882-4605x4537 Description: The Air Armament Center is seeking
sources to propose for performing a task-ordering contract to assist
the Environmental Management Directorate at Eglin AFB in conducting
environmental analysis and planning, verifying compliance to applicable
regulations, pollution prevention, remediation and restoration of
contaminated sites. Identification and documentation of natural and
cultural resources is also required. Services shall include, but are
not limited to, literature/regulation searches, historic background
research, documented reporting, field investigations, environmental
design, qualitative and quantitative risk assessments, environmental
training and proactively measuring environmental awareness, public
affairs support, and environmental assessments (NEPA). Task orders will
require proficiency in one or more of the following disciplines:
chemical, civil and environmental engineering, geotechnical,
toxicology, industrial hygiene, chemistry, geochemistry, biology,
geology, hydrogeology, geophysics, and archaeology. Knowledge of
Federal and State of Florida environmental regulations is also
required. As appropriate, the reports will be certified by professional
engineer licensed in the State of Florida. All fieldwork will be
conducted on approximately 465,000 acres owned or controlled by Eglin
AFB in Northwest Florida. Occasional travel within the US is
anticipated. Security clearances of TOP SECRET including Special Access
Required (SAR) and Special Compartmentalized Information (SCI)
clearances are anticipated requirements during the course of this
contract. Work is expected to be continuous and involve multiple
projects in various stages of completion with each requiring a unique
mixture of disciplines. This is anticipated to be a 12-month basic
contract with six one-year option periods to begin approximately 1 Oct
1999. The factors to be used for evaluating the proposals and their
relative order of importance will be included in the solicitation. A
draft solicitation and a pre solicitation conference are anticipated to
be held in May. The annual total for the tasks is not expected to
exceed $5,000,000. The contract is anticipated to be Cost Plus Fixed
Fee (CPFF). The Government anticipates making multiple awards. The
Government reserves the right to designate a small business set-aside
and/or competitive 8(a) based on responses to the synopsis. Col.

potential offeror's confidential concerns, if any, regarding this
