The Competive Sourcing and Privatization Contracting Division, Kirtland
AFB, NM is seeking sources capable of performing the management and
operation of the Education and Training Flight services at Kirtland Air
Force Base, NM. The Government is currently performing these services,
and a cost comparison under OMB Circular A-76 will be conducted to
determine the most cost effective mode of operation. A contract will
not be awarded if government performance is determined to be more
advantageous. The contractor will provide all management personnel, and
other items and services necessary to operate the facilities.
Kirtland's Education and Training Flight services the 377th Air Base
Wing, various units assigned to Kirtland Air Force Base, NM, those
employees or organizations with support agreements with 377 ABW, and
geographically separated units. Education and Training Flight services
for this operation include supporting approximately 20500 personnel
(5500 military and 15000 civilians which includes appropriated funds
civilian employees, non-appropriated funds civilian employees,
retirees, and military dependents). Any resultant solicitation may
include the following, subject to change depending on varying mission
requirements: (1) Perform education services management and operation,
including identification of education requirements, identifying and
recommending sources to meet requirements; recording and documenting
completed courses; recording and documenting funds expenditures;
processing Air Force tuition assistance requests and professional
military education (PME) enrollment; Provide guidance counseling
services, to include career and college/degree program counseling and
Community College of the Air Force (CCAF) counseling; counseling,
qualification determination and testing for military education; (2)
Management of a distance learning program including satellite downlinks
and video and computer based instruction; (3) management of the Base
Military On-the-Job Training (Enlisted Specialty Training Program)
which includes management of upgrade training for all enlisted
personnel, Career Development Course End of Course testing, and
conducting the Air Force Training Course; (4) Administer civilian
training programs, to include identification of civilian training
needs; identifying and recommending sources to meet requirements;
recording and documenting completed courses; recording and documenting
funds expenditures; maintenance, updating and administration of
required Government databases and other files; delivery in the area of
supervision, management, employee development and computer training;
the processing of DD Forms 1556; maintaining long-term training
programs; supporting locally-mandated civilian training courses; (5)
Administer military and civilian formal training programs, to include
Defense Acquisition University programs, Helicopter training, technical
skills training, Squadron Officers School, Air Command and Staff
College, and Air War College; and all USAF formal schools resident
courses;(6) Administer the installation small computer training program
to include scheduling and delivery of computer training; and (7)
general administrative support and military family members. At no
additional cost to the contractor, the government will provide the
following: office space, training facilities, furniture, computer
equipment, including hardware/software support, i.e. (maintenance) and
business equipment such as fax machines, copiers, and telephones. A
site visit may be held prior to RFP release. The Government does not
intend to award a contract on the basis of this notification or
otherwise pay for any information or inquiry. Business firms capable of
providing all or part of the described services are invited to submit
a description of their capabilities and experience by 4:00 p.m.

87117-5606. Submissions should be limited to 25 pages and should be
pertinentand specific in the technical area under consideration, under
the following qualifications: (1) Experience: an outline of previous
projects, and specific work previously performed or being performed;
(2) Personnel: Name, professional qualification and specific experience
of personnel who would be performing the services listed above. Please
cite this synopsis number in your response. The applicable SIC code
for this requirement is 8299 and the corresponding size standard is
$18.5M. This synopsis is for planning purposes only and does not
constitute a solicitation for bids/proposals. Responses will assist the
government in determining whether to set-aside/restrict competition in
some way or solicit offers from all responsible sources. Firms
submitting responses should indicate whether they are large, small,
small disadvantaged, 8(a), woman-owned or HBCU/MI. The Government will
not pay for any information submitted to this announcement. An
Ombudsman has been appointed to hear concerns from potential offerors
or offerors during the proposal development phase of this acquisition.
The purpose of this Ombudsman is to receive and communicate serious
concerns from potential offerors when established channels are not used
to address concerns during the proposal development phase of this
acquisition. Potential offerors should communicate first with the

contacting the Ombudsman. In those instances where potential offerors
