synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information contained in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is Request for Quotation (RFQ)
F08620-99-T0379. The RFQ incorporates provisions and clauses as those
in effect through Federal Acquisition Circular Number 97-10. This
requirement is unrestricted, the standard industrial classification
code is 7359 and the small business size standard is $5 million average
annual receipts for the past three years. Description of Requirement:
Rental of two 24'x60' double-wide trailers with open floor plan to be
used for office space. Period of rental is for 8 months, with two
3-month options to extend the rental period. Each trailer is to have a
minimum of two entrances with a set of stairs for each entrance,
heating and air conditioning, electrical outlets, no bathroom
facilities. Trailers without carpeting or bathroom facilities are
preferred. The exterior of each trailer shall be a light neutral color,
with a darker color non-reflective roof, and skirting included. Line
Item 0001 is for delivery and setup of two 24'x60' trailers to include
blocking, leveling, skirting, tie downs, and anchoring. Trailer and
setup to be in accordance with the Florida Department of Community
Affairs (DCA) Code "Manufactured Buildings Rules and Regulations"; and
the Standard Building Code for loads. One trailer is to be set up on
concrete, the other shall be placed longitudinally adjacent to the
first trailer, half on concrete, half on asphalt, with a minimum of ten
feet between these two or any existing trailers. Setup is to commence
upon delivery, and be completed within two calendar days, weather
permitting. Vendor is not responsible for utility hookups. Line Item
0002 is for the rental period for the two trailers with steps, basic
period of rental is 1 Feb -- 30 Sep 99, eight (8) months total. Start
date for billing purposes shall be the first business day the trailers
are available for occupancy. Line Item 0003 is for the tear-down and
return of the trailers to the vendor. Vendor is not responsible for
repairs to concrete/asphalt. Line Item 0004 is for the first option
period of 1 Oct 99 -- 30 Dec 99, three months total. Line Item 0005 is
for the second option period of 1 Jan 2000 -- 31 March 2000. The
following Federal Acquisition Regulations (FAR) provisions and clauses
apply to this solicitation and are incorporated by reference: FAR
52.212-1, Instructions to Offerors -- Commercial Items; and FAR
52.212-2, Evaluation -- Commercial Items; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; and FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders. FAR 52.212-5 is completed so that the following
clauses under paragraph (b) apply: 6, 7, 8, 9, 13, and 17. The
following Defense FAR Supplement (DFARS) provisions and clauses apply
to this solicitation and are incorporated by reference: DFARS
252.212-7000, Offeror Representations and Certifications -- Commercial
Items; and DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items. FAR 52.212-1 is amended to read:
"Submit signed and dated offers in three copies to 16 CONS/LGCY, P. O.
Box 9190, 350 Tully Street, Hurlburt Field, FL, 32544. Offers may be
submitted on letterhead stationery or an SF1449 and at a minimum must
show: (1) The name, address, telephone number, and DUNS number of the
offeror; (2) a technical description of the item(s) being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation. This may include product literature, drawing, or other
documents if necessary; (3) terms of any express warranty; (4) price
and discount terms; (5) Representations and Certifications at FAR
52.212-3 and DFARS 252.212-7000; (6) past performance information, to
include recent and relevant contracts for the same or similar equipment
and other references (including contract numbers, points of contacts
with telephone numbers and other relevant information); and (7) if the
offer is not submitted on SF 1449, include a statement specifying the
extent of agreement with all terms and conditions, and provisions
included in the solicitation. The proposal must be signed by an
official authorized to bind your organization. Offers that fail to
furnish required representations and certifications, or reject the
terms and conditions of the solicitation, may be excluded from
consideration. DFARS 252.204-7004, Required Central Contractor
Registration (MAR 1998), is incorporated by reference into the
solicitation and contract." FAR 52.212-2, Evaluation -- Commercial
Items, is amended to read: "The Government will award a contract
resulting from this solicitation to theresponsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The Government
anticipates award of a firm-fixed price purchase order. The awardee
must be registered in the Central Contractor Registration. The
following factors shall be used to evaluate offers: (1) technical
capability; (2) delivery time; and (3) price. Price is less important
to the other factors when combined." FAR 52.212-4 is amended to add the
following clauses by reference: 52.217-5, Evaluation of Options;
52.217-8, Option to Extend Services; and 52.217-9, Option to Extend the
Terms of the Contract. The fill-ins are completed as follows: (a) The
government may extend the term of this contract by written notice to
the contractor within 15 days; provided that the government shall give
the contractor a preliminary written notice of its intent to extend at
least 60 days before the contract expires. The preliminary notice does
not commit the government to an extension. (c) The total duration of
this contract, including the exercise of any options under this clause,
shall not exceed 14 months. Questions concerning this RFQ must be
submitted in writing, no telephonic responses will be processed.
