SOL WASC9-708 DUE 020499 POC Randall Brown (206) 526-6226/FAX (206) 526-6025 Notice of intent to negotiate a sole source contract with the Marine Aquaculture Innovation Center (MAIC) to conduct study on Northwestern Hawaiian Islands Lobster Fishery Discards for the National Marine Fisheries Service (NMFS). Purpose of contract is to identify extent to which current management and operational measures increase discards of spiny and slippery lobsters in the NWHI lobster fishery and operational and/or management changes that may be desirable to reduce such discards. Proposed contractor has broad background in fisheries management and specific experience in Hawaii's federal fisheries. MAIC also has Ph.D. with twenty years of experience in research on fisheries management, which included both academic research and consulting work on specific management problems. Ph.D. has author a widely cited survey of the effects of limited entry and been involved in research on Maine's lobster fishery for 20 years. Sources with similar qualifications and experience must submit such with requests for the solicitation. Simple requests for the solicitation will not be honored. Purpose of this notice is to satisfy FAR Part 5 requirements and to identify any other potential sources, and responses will only be used to determine if requirement will be competed.
