a requirement for a Cadaver Temporal Bone Teaching Laboratory and
intends to negotiate on a sole source basis with Accumed Medical
Equipment Inc for a system manufactured by Carl Zeiss Inc as the only
one responsible source and no other supplies will satisfy the Navy's
requirements. This is a combined synopsis/solicitation for a commercial
item prepared in accordance with FAR Subparts 12.6 and 13.5, as
supplemented with additional information incuded in this notice. This
announcement constititues the only Request for Proposal under
Solicitation N62645-99-C-0003. The Standard Industrial Code is 3841 and
the small business size is 500 employees. The Government contemplates
award of a Firm Fixed Price contract. A proposal from Accument Medical
Equipment Inc is being requested and a written solicitation will not
be issued. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
The system shallmeet the following characteristics: a complete
integrated system with 5 temporal bone lab instructor's stations
capable of use to train Otoloaryngologists to safely
performmicrosurgery of the ear and temporal bone; optical qualify of
stations consistent with that experienced in the operating room;
advanced desktop computer graphics capability to photograph and present
the microanatomy and didactic lectures; digital video recording from
the computer to teach as well as capture unusual anatomical findings.
The system is to be delivered FOB destination to the Naval Medical
Center, San Diego, CA. The contractor shall provide a timeline for
delivery and installation from date of contract award and copy of
standard commercial warranty. Some components of the system are
available on VA schedule and the contractor shall separately identify
and price these items in their offer. The information technology (IT)
being acuqired under this solicitation shall accurately process
date/time data from, into, and between the twentieth and twenty-first
centuries, the years 1999 and 2000 and leap years. It must also
accurately process date/time data when used in comgination with other
existing IT that properly exchanges date/time data with it. Upgrade of
technology which is not Year 2000 compliant must be accomplished by
the earlier of 31 December 1999 or the earliest date on which the IT
may be required to perform data/time processing involving dates later
than 31 December 1999. Provision 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. The offeror must
include a completed copy of provision 52.212-3, Offeror Representations
and Commercial Items, with its offer. The clause 52.212-4, Contract
Terms and Conditions-Commercial Items applies. The clause
52.212-5,Contract Terms and Conditions Required to Implement Statutes
of Executive Orders-Commercial Items, applies to this acquisition. In
