synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. Additional solicitation
information will be posted to the NAIS website when available. This
announcement, with updates, constitutes the only solicitation; offers
are being requested and a written solicitation will not be issued. This
notice is being issued as a Request for Quotations (RFQ) for Liquid
Oxygen (LO2)and Liquid Nitrogen (LN2). The product supplied must meet
or exceed MIL-PRF-25508F and MIL-PRF-27401D for LO2 and LN2
respectively. The resultant contract will be firm fixed price --
requirements type, with delivery orders issued for firm quantities as
requirements are known. The best estimated quantities are 40,000 and
24,000 tons per year for LO2 and LN2 respectively. A one year contract
with options for up to 4 additional years is planned. The provisions
and clauses in the RFQ are those in effect through FAC 97-09. The SIC
code and the small business size standard for this procurement are 2813
and 1000 employees respectively. The offeror shall state in their offer
their size status for this procurement. All qualified responsible
business sources may submit an offer which shall be considered by the
agency. Delivery is required to NASA, Stennis Space Center (SSC),
Mississippi. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Offers for the items(s) described above may
be mailed to the contracting officer at NASA-KSC, Mail Code OP-OSO,
Kennedy Space Center, FL 32899, by the date/time specified above.
Offers must include the solicitation number, FOB destination to SSC,
proposed delivery schedule (after receipt of orders), discount/payment
terms, taxpayer identification number (TIN), identification of any
special commercial terms, and be signed by an authorized company
representative. Offerors are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Offerors shall provide the information required by FAR 52.212-1. If the
end product(s) offered is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the offeror
shall so state and shall list the country of origin. FAR 52.212-4 is
applicable. Addenda to FAR 52.212-4 are as FAR 52.212-5 is applicable
and the following identified clauses are incorporated by reference;

submitted in writing no later than February 10, 1999. Offers are due by
close of business, 4:00pm local time, March 12, 1999 to the identified
bid distribution office, marked with this solicitation number.
Selection and award will be made (on an aggregate basis) to the lowest
priced, technically acceptable offeror. Offerors must include
completed copies of the provision at 52.212-3, Offeror Representations
and Certifications—Commercial Items with their offer. These may

representations and certifications will be incorporated by reference in
any resultant contract. An ombudsman has been appointed -- See Internet
