revised its acquisition strategy for the procurement of the SBL
demonstration effort within the SBL Program being undertaken by the
Space and Missile Systems Center, Los Angeles AFB, CA, previously
referred to as the SBL Readiness Demonstration (SBLRD). The revised
effort, more descriptively titled the SBL Integrated Flight Experiment
(SBL IFX) Project, will be pursued by issuing a sole source contract
to a Contractor team consisting of those Industry firms which could
execute the future SBL Program procurement in the role of "prime"
contractor. This "Community Team" approach for the IFX Project promotes
competition within the overall SBL Program by allowing the future prime
competitors insight into the IFX Project execution, allows the
Government to be most involved in the demonstration effort, eliminates
the cost of duplication (better utilizing Government resources), and
provides the best opportunity for synergism by combining the expertise
and best features of the prior competitors. TRW Inc., Lockheed Martin
Corp., and Boeing Corp., will comprise the Community Team. Award to
any other source would cause unacceptable delays to the IFX project,
and would not be in the best interests of the SBL Program. The IFX
Project will conduct a research effort to advance and assess the
feasibility and affordability of the SBL concept and its technologies,
to include assessing non-BMD mission utility, culminating in execution
of a Anti-Ballistic Missile (ABM) Treaty compliant SBL ballistic
missile defense (BMD) demonstration with acceptable risk and within
planned funding. The IFX Project will encompass the Space High Energy
Laser Architecture and Affordability Study described in CBD Notice
Submission Number 286580, dated 08 Jan 99, and will be accomplished by
the Community Team. The Standard Industrial Classification Code is
3761 -- Guided Missiles and Space Vehicles, and the size standard is
1,000 employees. Refer to the SBLRD website at
