This project consists of removing rock and non-rock material from
Constable Hook area of the Kill Van Kull to a depth of 47 feet. The
work is predominantly in the State of New York. The estimated cost
range for this project is $25,000,000.00 or greater. Completion time is
530 calendar days after receipt of Notice to Proceed. The SIC CODE for
this project is 1629. Solicitation documents will be available on or
about 09 February 1999. Bid opening date will be 30 calendar days
following solicitation available date or 11 March 1999 at 11:00 A.M.
Bid opening will be held in room 1841. To obtain solicitation
documents, mail check or money order payable to FAO USA COE NED in the
amount of $25.00 per set (non-refundable) to U.S. Army Corps of
Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York,
New York 10278-0090. Interested parties requesting solicitation
documents should do so in writing stating the solicitation no. of the
project, complete company name, street address (no P.O. Boxes please),
telephone number and facsimile number including area codes. NOTE: This
procurement is UNRESTRICTED and open to all prospective bidders. The
solicitation documents may be examined at this office or at the

316, East Meadow, N.Y. 11554. A Small Business Subcontracting Plan is
required for all large firms. The subcontracting plan must be in
conformance with all aspects of FAR Subpart 19.7. This includes
evaluation of an offeror's past performance with respect to its
allotment of work to Small, Small Disadvantaged and Women-Owned Small
Business concerns. A contract will not be awarded unless and until the
Contracting Officer has determined (with advice from SBA) that it's
subcontracting plan provides maximum practicable opportunities for
Small, Small Disadvantaged and Woman-Owned Small Business concerns to
participate in contract performance. In determining the acceptability
of a proposed subcontracting plan, the Contracting Officer will
evaluate all relevant factors inclusive of the evaluation of the
offeror's past performance in awarding subcontracts for the same or
similar products or services to Small, Small Disadvantaged and
Woman-Owned Small Businesses. The Corps of Engineers is responsible for
effectively implementing the small business programs within its
activities including achieving program goals and to ensure contracting
and technical personnel maintain knowledge of small, small
disadvantaged, and women-owned small business program requirements. In
line with the emphasis on this program, the Corps of Engineers, New
York District is particularly desirous of increasing subcontracting
opportunities for small business concerns, small disadvantaged business
concerns and women-owned small business concerns. You, as a prime
contractor, are required to participate in this program by soliciting
subcontractor bids from such firms. A model subcontracting plan will be
provided with the plans and specifications. We urge you to take action
to locate competent small, small disadvantaged and women-owned small
business concerns for your subcontracting opportunities in preparing
your bid. Submission of an unfavorable plan may result in denial of
award. You can faciliate the identification of such firms through the
Small Business Administration's (SBA) PRO-Net website address
