This is a synopsis for commercial items prepared in accordance with format Subpart 12.6 as supplemented with additional information included in this notice. The solicitation package will be available on request on or about February 5, 1999. NRCS-13-LA-99 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. This acquisition is unrestricted and under SIC code 0782. It is the intent of the Government to secure services for production and planting services of 43,416 container grown vegetative plug transplants of smooth cordgrass (Spartina alterniflora cv. Vermilion). Services also call for construction of approximately 54,000 linear feet of plowed shallow water terrace by use of a marsh-buggy pulled marsh plow implement. One row of transplants will be planted on each side of the newly created terrace for a total of 108,000 linear feet of plantings (transplants planted on 2 1/2-foot centers along each row). The plowed terrace work will be accomplished on an equipment rental basis (includes operators). Location of planting work is on the westerly side of the Calcasieu and Cameron Parish line (Louisiana). Planting window for smooth cordgrass is from May 15, 1999 to August 1, 1999. The period for construction of the plowed terrace is 30 calendar days from issuance of a notice to proceed. This project falls under the authority of the Coastal Wetalands, Planning, Protection, and Restoration Act and has been specifically designed for demonstrating the construction of a shallow water marsh terrace by use of a pull type marsh plow implement. All work is to be accomplished in accordance with the vegetative/construction specifications being provided with the solicitation package.
