The National Institute of Standards and Technology (NIST) at Gaithersburg, MD has a requirement for meeting/banquet and sleeping room space from March 12 through March 17 and May 10 through May 21, 1999. This requirement is in support of an off-site workshop to be conducted by the NIST Manufacturing Engineering Laboratory. Participants in the workshop are delegates from several foreign countries, have very limited English speaking capability and are inexperienced in the cultural and social genre of the United States. The location site shall be in the close proximity of the NIST campus and be in view of and within convenient and easy walking distance from restaurants and a highly diversified shopping facility. It is most important to the Mission of the Department of Commerce and NIST to ensure the participants experience a cooperative, non-threatening environment during their stay. The lodging facility shall provide, but not limited to the standard amenities such as hair dryer, television, ironing boardand iron, on-site fitness center, indoor swimming pool and complimentary shuttle service. The Contract Line Item Numbers (CLIN), quantities and unit issue are as follows: CLIN 0001, Approximately twenty one (21) single sleeping rooms from March 12 through March 17, 1999. CLIN 0002, Approximately twenty-five (25) single sleeping rooms from May 8 through May 22, 1999. CLIN 0003, Meeting/ banquet room for approximately 30 persons on (1) March 16, 1999 from 6:00 to 10:00 p.m. (2) March 17, 1999 from 8:00 to 12:00 p.m. (dates and times are to be flexible). CLIN 0005, Meeting/ banquet room for approximately 35 persons on the following dates and times: (1) May 9, 1999 from 5:00 to 9:00 p.m. (2) May 10, 1999 from 6:00 to 10:00 p.m. (3) May 20, 1999 from 6:00 to 10:00 p.m. (4) May 21, 1999 from 8:00 to 12:00 p.m. (Dates and times are flexible). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented withadditional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation 53SBNB960041 is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-09. This action is unrestricted. The Standard Industrial Code (SIC) code is 7011. The small business size standard is $5 Million. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will include the quality and location of facilities as well as past performance. Quality, location of facilities and past performance, when combined, are greater than cost or price. Offerors shall comply with the provision at FAR 52.212-2 and submit a sufficient description of the items being offered in order to evaluate compliance with the requirements in this solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial items, applies to this acquisition. Also the clause at 52.212-5, Contract Terms & Conditions required to implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition, including paragraph B, subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, and (15) 52.225-21, Alt.I, and paragraph C, subparagraphs (1) 52.222-41 and (2) 52.222-42. Wage Determination Number 94-2103, Revision 17, dated July 9, 1998 is applicable to performance in the District of Columbia, Maryland and Virginia and is available upon request.
