76 -- WEB ACCESS TO ELSEVIER'S SCIENCE DIRECT SOL NHLBI-OR-P-99-395 POC Christopher Belt, Contract Specialist, 301-435-0366, Fax Number 301-480-3345 NIH intends to procure on a sole source basis to Reed Elsevier, Inc., 655 Avenue of the Americas, New York, New York, 10010, for web access to "Elsevier's Science Direct", an on-line service of electronically searchable and retrievable content of Elsevier titles (scientific and other scholarly journals) through the world wide web. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) additional twelve (12) month periods. It is believed that Reed Elsevier, Inc. is the sole source for this requirement under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) because of the following: Reed Elsevier, Inc. is the sole owner of "ScienceDirect", the only known source of the Elsevier titles on the world-wide web; Reed Elsevier, Inc. developed the "ScienceDirect" online services and has exclusive proprietary rights to it. Consequently, to provide access to the many Elsevier titles to NIH staff from their desktop computers, the only option is "ScienceDirect" by Elsevier through the world wide web. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
