The Federal Highway Administration (FHWA) has a requirement for a best
practices analysis of Rails-With-Trails. The selected offeror will
undertake a literature search and collect data on Rails-With-Trails,
develop a report on the current state of the practice of
Rails-With-Trails, and develop a second report recommending best
practices in areas such as policy and planning procedures, physical
design practices, legal liability and insurance, education, security,
crime and vandalism, and operations and management. The selected
offeror or team is required to have a neutral or balanced perspective
in regards to Rails-With-Trails. This is a full and open solicitation
and is not a follow-on contract. NO FURTHER SOLICITATION INFORMATION IS
AVAILABLE AT THIS TIME. This solicitation will only be released and
available electronically through the Electronic Posting System (EPS) at
HTTP://EPS.ARNET.GOV. Accordingly, no written, telephone, facsimile or
e-mail requests for the solicitation package will be accepted.Since
this solicitation will only be available electronically, it will be the
responsibility of interested parties to monitor the EPS website for any
solicitation amendments. All responsible sources may submit a proposal
