The selected offeror will undertake a literature search and collect data on Rails-With-Trails, develop a report on the current state of the practice of Rails-With-Trails, and develop a second report recommending best practices in areas such as policy and planning procedures, physical design practices, legal liability and insurance, education, security, crime and vandalism, and operations and management. The selected offeror or team is required to have a neutral or balanced perspective in regards to Rails-With-Trails. This is a full and open solicitation and is not a follow-on contract. NO FURTHER SOLICITATION INFORMATION IS AVAILABLE AT THIS TIME. This solicitation will only be released and available electronically through the Electronic Posting System (EPS) at HTTP://EPS.ARNET.GOV.
