(DTRA) plans to award a sole source contract to the National Nuclear
Center (NNC) of the Republic of Kazakhstan in order to gain
comprehensive answers to the following questions: (1) What was the
impact of closure activities at Degelen and Balapan; (2) were any
changes in the radiation situation observed at the areas subject to
radiological surveys performed in the past; (3) were specific measures
taken in the course of Degelen closures sufficient; and (4) did tunnel
closure activities negatively affect Degelen Mountain. Note that this
is a sole source procurement as the National Nuclear Center was
designated by the Ministry of Science -- Academy of Science as the
executing agent for this program on behalf of the Republic of
Kazakhstan. This originated in October 1995 when the Republic of
Kazakhstan and the United States concluded the Agreement between the
Department of Defense of the United States of America and the Ministry
of Science Academy of Science concerning the Elimination of
Infrastructure for Weapons of Mass Destruction. See Note 22. Anyone
