An OMB Circular A-76 cost study of Operations Support services at Hill
AFB, UT was announced in Congress 2 Oct 1998. Market research is being
conducted to determine industry interest, to obtain industry input to
be used in developing an overall acquisition strategy, and identifying
terms, conditions, and practices for the services being acquired,
specifically in the areas of bundling, small business
goals/participation, contract type, and period of performance. 2.
Functional areas, along with the approximate number of positions,
included in the study can be located at

study, Hill AFB is requesting industry provide comments on the
following: a. Contract type -- Cost Plus Award Fee (CPAF), Cost Plus
Incentive Fee (CPIF), Fixed Price Award Fee (FPAF), Fixed Price
Incentive Fee (FPIF), Firm Fixed Price (FFP), or any combination of the
above. What contract type or combination would be preferred, why? What
would not be preferred, why?What contract type would industry use for
a similar effort, why? b. Period of Performance -- Make
recommendations on contract length, total (including options), option
periods -- length and number of options, along with rationale. c. Start
Up Costs -- Identify how much and what type of start up costs you would
anticipate for an effort of this magnitude? d. Bundling Requirements --
Identify pro's and con's of bundling all functions being studied. If
requirements are not bundled, what would you anticipate the effect to
be on projected cost savings? How would industry contract for this
effort? Provide rationale. Would your company be capable of proposing
this effort under this bundled concept? e. Small Business (SB)
Subcontracting Goals -- If the effort is bundled, what SB
subcontracting goals would you recommend, why? Identify specific areas
you could utilize small business participation. f. Identify if your
company is a large, small or small disadvantaged business. (SIC 8744,
size standard $20M). g. Identify if you are interested in being the
prime or a subcontractor for this effort. h. Industry Day -- We are
planning an industry forum which will be conducted over a 2-3 day
period. The purpose of this forum is to have industry present
suggestions to the Government on how they could do business with the
Government through contracts. The first one-two days will be for
industry to meet in working groups and prepare an informal verbal
presentation for an assigned topic. The last day will be for the
presentations. Identify topics you would like to see addressed.
Identify if you wish to participate in the workshops and presentations
or if you would just like to attend the general session on the last
day. The dates for this forum have not yet been determined, we
anticipate it will be held mid to late Mar 99. 4. All or part of the
information provided in response to the questions in Paragraph 3 above
will be used during industry day, subject to any proprietary markings.
Please submit your information, if possible, in such a manner as to
permit its use during industry day. 5. Industry responses to this
request for information should be submitted in writing to OO-ALC/ COR,

an overview of your company, previous history (especially information
on similar services of the same magnitude), evidence of technical
