This announcement constitutes a sources sought synopsis and Market
Research. The government intends to establish a Depot level
requirements type repair contract for essential repair/overhaul of Air
Combat Training System (ACTS) reparable end items. Contract coverage
will be for a basic year and four options years. Current approved
sources for this repair are as follows; Applied Data Technology Inc,
San Diego, CA 92121-2725 Cubic Defense Systems Inc, San Diego, CA
92138-5587 Kollsman, Merrimack, NH 03054-4809 Loral Aerospace Corp, Las
Vegas, NV Metric Systems Corp, Fort Walton Beach, FL 32548-9990 The
following is a random sampling of the type of repair items; Item 0001,
1420-01-060-2058, P/N 137135-1. Amplifier, radio Freq. Item 0010

various items to include applicable data and reports. Quantities will
be estimated based on past history and repaired on funded delivery
orders as failures generate. This is for Depot Level repair, a
requirements contract is anticipated, no minium quantities will be
guaranteed. Only those items in excess of the Depot repair shop
capability will be forwarded to the contractor under the contract. For

30 days after receipt of reparable end item or funded order, which ever
is later. Destination Hill AFB, UT 84056-5999. Qualification
Requirement Justification -- Potential offers must have the
demonstrable ability to perform evaluation, repair and verification
testing of those Air Combat Training System (ACTS) assets identified in
the solicitation. The components are mostly of an electronic nature and
complex technology. The electronic items are of digital, radio
frequency or analog design. Engineering data in the possession of the
government is generally complete, however some items are documented
with only a Source/Specification Control drawing. Also note this is a
mature training system and therefore many parts have become obsolete.
Offerors must demonstrate how they would find alternate and/or
substitute parts The government will not furnish any data for
commercial items. Repair procedures are available for some of the
items, however most of the items do not have designated repair
procedures and these items will require additional expertise to
accomplish repair. The potential offeror must show how it intends to
accomplish the repairs including those it cannot repair in house. The
government will consider, for this purpose, mechanisms such as
subcontractor support or direct support from the original manufacturer
or vendor. In the performance of any contract, the government will
provide only limited support equipment to accomplish the repair task.
A P4B test bed will be provided by the government. The test bed will be
either NSN: 6625-01-376-0114TA or NSN: 6625-01-448-1114TA. The
potential offeror must have a full complement of test equipment to
accomplish test, evaluation, calibration, and verification of
performance of each item. The complexity of the electronic items are of
such a high level that the potential offeror must demonstrate before
contract award that it has the requisite expertise. After contract
award there will not be sufficient time available for a potential
offeror to become trained on the repair of the items without serious
impact to user support, which would result in either delayed, missed or
ineffective training missions. The offeror must provide proof of its
capability and past relevant experience when bidding. Offeror may

as approved sources will be required to submit a written capabilities
document addressing their technical ability to OO-ALC/LIKT, Shauna
Giles, 6050 Gum Lane, Hill AFB, UT 84056. This market survey is issued
to identify potential contractors with the skills and knowledge
required to accomplish Depot level repair/overhaul of ACTS reparable
end items as well as to identify business? currently offering the same
or similar services in the commercial market place. The government is
interested in determining market interest, and business capability for
this acquisition. Interested parties are requested to submit their
capability statement within thirty (30) days of this notice.
