(RFQ) for commercial items prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written request for quotation will
not be issued. The request for quote number is SSA-RFQ-99-3766. This
request for quotation and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-10. Quotations in
response to this RFQ shall be submitted by February 12, 1999, 3:00 p.m.
Eastern Standard Time, addressed to ATTN: MARIA HILL, SOCIAL SECURITY
ADMINISTRATION, OFFICE OF ACQUISITION AND GRANTS, 1710 GWYNN OAK

This is a request for two vehicles to be leased for 12 months plus a
12-month renewal option period. Fixed prices shall be submitted for the
following line items: Line Item 1, Quantity: 1, 12-month lease, Item
Description: 1999 Lincoln Town Car, Signature Series, "fully loaded"
Model M82, exterior color: black, clearcoat, interior color: medium
parchment. The following features shall be included: 1) 4.6L EFI 8
cylinder engine/auto overdrive transmission, 2) autolamp on/off, brakes
4 wheel w/ABS, 3) delayed accessory power, 4) driver/pass 8 way power
seats, 5) driver seat easy entry & exit, 6) dual illuminated visor
mirrors, 7) front & side airbags, 8) driver/passenger front seat center
storage armrest, 9) front/rear floor mats, 10) leather seating surfaces
individual comfort mirrors, 11) outside power/heated, 12) P225/60SR16
BSW All season tires, 13) rear seat air-conditioning and heat traction
control, 14) all speed electronic, 15) wheels, 16" snowflake aluminum,
16) power lumbar, 17) alpine audio system with digital signal
processing, 18) driver programmable memory seats/mirror, 19)
electrochromic mirrors/compass group, 20) mirrors, outside
power/heated/ electrochromic memory, 21) steering wheel, 22)
leather-wrapped w/speed control, 23) cellular telephone, 24) remote
climate/audio control, 25) conventional spare, front license plate
bracket. Delivery shall be FOB Destination to Baltimore, MD 21235 on or
before April 9, 1999. Line Item 2, 12-month renewal option period. Line
Item 3, Quantity: 1, 12-month lease, Item Description: 1999 Mercury
Grand Marquis LS-4 Door Sedan, "fully loaded" with all the standard
options that normally are provided with the Model 75, exterior color:
Black, clearcoat, interior color: Medium parchment. The following
features shall be included: 1) leather seating, 2) conventional size
spare wheel and tire, 3) ultimate package, 4) brakes, 5) anti-lock with
traction control, 6) cellular telephone. Delivery shall be FOB
Destination to Baltimore, MD 21235 on or before April 24, 1999. Line
Item 4, 12-month renewal option period. The contractor shall perform
any required maintenance, emergency repairs, and service at no
additional cost to the government. The contractor shall comply with
relevant federal, state, and local statutes, laws, ordinances, and
regulations. The contractor will be responsible for including
registration fees in the offer. The Federal Government is self-insured
and the leased vehicles will be covered under Government insurance.
The leased vehicles are for the exclusive use of the U.S. Government
and therefore, exempt from state or local taxes. The provisions at FAR
Part 52.212-2, Evaluation-Commercial Items apply this acquisition. The
Government will award a contract resulting from this request for
quotation to the responsible quoter whose quote conforming to the
request for quotation will be most advantageous to the Government,
price and other factors considered. The following factors shall be used
to evaluate quotes in descending order of importance: technical
acceptance and lowest price. A written notice of award or acceptance of
quote, mailed or otherwise furnished to the successful quoter within
the time for acceptance specified in the quote, shall result in a
binding contract without further action by either party. The following
provisions at FAR 52.212-1, Instruction to Offerors-Commercial Items
(tailored) apply to this acquisition: (b)(1)-(b)9, (b)11, (c), and (g).
There are no addendums to these provisions. Offerors are required to
complete and include a copy of the provision at FAR 52.212-3, Offerors
Representation and Certification -- commercial items, with their
quote. The provisions at FAR Part 52.212-4, Contract Terms and
Conditions- Commercial Items apply to this acquisition. Addendum to FAR
52,212-4 (o) warranty: add "the Government will accept the contractors
commercial warranty." The following provisions at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items apply to this acquisition: (a)(1),
(a)(2), (b)(11), through (b)(15). The following FAR clauses and
provisions are applicable to this acquisition: FAR 52.217-9, Option to
Extend the Term of the Contract, FAR 52.214-21 Descriptive Literature,
FAR 52.208-4 Vehicle Lease Payments, FAR 52.208-5 Condition of Leased
Vehicles, FAR 52.208-6 Marking of Leased Vehicles, FAR 52.208-7 Tagging
of Leased Vehicles. All responsible sources may submit a quotation
