SOURCES SOUGHT: The White Sands Missile Range Contracting Division,
seeks to identify responsible sources and obtain information in regard
to privatization of Government owned potable water production and
distribution utility systems at Dugway Proving Ground, Utah, in
accordance with 10 U.S.C. 2688. The resulting privatization will
include ownership, operation, and maintenance, and obligation to
continue the service for an indefinite and ongoing period. Should
privatization result, the ownership of the entire utility plant and/or
distribution system, including all operating responsibility shall
transfer to a regional or municipal utility or to a private company.
All responsibility for maintaining reliable service, including such
items as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall become the utility provider's responsibility. It is intended that
privatization will reduce the Army's life cycle costs.
SYSTEMDESCRIPTION: Potable Water: The water treatment and distribution
system comprises mains, service lateral lines, main valves, fire and
yard hydrants, back-flow preventors, and a steel elevated and ground
storage tanks. The distribution system is primarily cast iron piping.
The water system consists of three independent subsystems. The first
system serves English Village; the second system serves Ditto Technical
Center, Avery Technical Center, Baker Lab Area, and Michael Army
Airfield; the third system is for the Carr Complex. Operation and
maintenance has been provided for several years by a base O&M contract.
Two separate non-potable water systems provide irrigation water for
English Village area: one for the golf course south of Stark Road, the
other for the main cantonment area north of Stark Road. These will
also be included in the solicitation. English Village/Fries Park.
Water, serving these two areas, is pumped from wells 26, 27, and 30
which are equipped with electric pumps; wells 26 and 30 have auxiliary
gas engines for emergency backup. The well water is supplied via a
14-inch line to a 400,000- gallon ground steel raw-water storage tank
located just north of the chlorination facility. The chlorination and
pump facility has three electric pumps, each with 600 GPM rated
capacity, and one 450 GPM gasoline driven pump. Chlorinated water is
then pumped into two 400,000-gallon steel storage tanks located on a
hill northeast of English Village. Though Fries Park is scheduled for
demolition, the precise post- demolition configuration of utility
service has not been determined. Therefore, the demolition has not been
considered in this study. Distribution piping is primarily cast iron
and asbestos-cement ranging in size from 4 to 12 inches (six inches is
the most common size). The system includes fire hydrants and
post-indicator valves, main line valves, and 406 domestic and
industrial services. Non-Potable Irrigation Systems. Wells 18 and 19
are used for irrigation purposes but can be easily connected to the
potable water supply and distribution system. Ditto and Avery Technical
Centers, Baker Lab, and Michael Army Airfield. These areas are supplied
from wells 3 and 28, with well 31 as a backup. Raw water is pumped into
a 40,000-gallon ground level storage tank just north of the
chlorination facility. The chlorination and pump facility is equipped
with two electric pumps, and one gasoline driven pump. Chlorinated
water is pumped to the following four tanks: (1) 250,000-gallon
elevated steel storage tank in Ditto. (2) 100,000- gallon elevated
steel storage tank in Ditto near the Chemical Lab. (Though currently
not in use, DPG technicians informed us that this tank is to be cleaned
and put back in service. Therefore, it was included in the inventory.)
(3) 250,000-gallon elevated steel storage tank at Baker Lab. (4)
10,000-gallon ground storage tank at Baker Laboratory. Distribution
piping is primarily cast iron, ranging in size from 4 to 10 inches (6
inches is the most common size). The system consists of fire hydrants,
post-indicator valves, main line valves, and 117 domestic and
industrial services. Carr. The Carr complex is supplied by well 5,
which has a 310 GPM electric pump. Water is then transferred to a
100,000- gallon steel elevated storage tank located at the southwest
corner of the chlorination facility. The chlorinated water is
distributed through piping (primarily cast iron), ranging from 4 inches
to 8 inches; 6 inch is the most common size. The system includes fire
hydrants, post-indicator valves, main line valves, and 42 domestic and
industrial services. PROCEDURES: This request for information is a
required component of a complete and systematic process to evaluate
interested parties under the U.S. Army Center for Public Works
utilities privatization program. In order to minimize costs both to
potentially interested parties and the Government, this notice is being
issued to determine the interest and feasibility of proceeding with a
formal request for proposals. Should insufficient credible interest be
identified for a privatization action, it is highly unlikely that a
formal solicitation will be issued. Should interest be determined
sufficient, a formal request for proposals may be forthcoming.
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length) to: U.S. Army Materiel
Command Acquisition Center, White Sands Missile Range Division, ATTN:
STEAA-WS-C (Mr. Chris Brusuelas), White Sands Missile Range, New Mexico
88002-5201. The statement shall include as a minimum the following
criteria: (1) capability and experience in the ownership, operation,
and maintenance of similar water utility systems. (2) Financial
capacity to purchase, expand, and operate a water utility system. (3)
A statement showing an understanding of the obligation to provide
continuous utility services. (4) Understanding of any applicable
federal, state, and local utility laws, regulations or franchise
requirements affecting utilities in the State of Utah and capability of
complying with such requirements. It should be noted that DPG is
principally an area of concurrent State and Federal legal jurisdiction.
(5) Understanding of federal, state, and local environmental laws and
regulations and familiarity and experience with environmental
compliance procedures and regulations for the Statement of Utah and US
Environmental Protection Agency, Region 8. Elaborate proposals or
pricing information are neither required nor desired. Any innovative
and new conceptual ideas to achieve the stated objective are
encouraged. No solicitation document exists for this request for
"Sources Sought". This notice is for informational purposes only; it is
not a request for proposals nor should it be construed as a commitment
by the Government. The Government will not pay for any effort expended
in to responding to this sources sought announcement. Responses must be
submitted not later than 3:00 P.M. MTZ, 23 March 1999. It should be
noted that individual "Sources Sought" for different utility systems
may be issued in the same time frame. A separate response to each
