work is to provide all materials, labor, equipment, and supervision
required to construct a stand-alone, prefabricated, cross-flow paint
spray booth with clear inside dimensions of 26' width by 68' length by
20' high. The contractor shall perform necessary facility alterations
to install the ventilate paint spray booth; site location is building
87, USCG Aircraft Repair & Supply Center, Elizabeth City, NC. The
construction and alteration encompasses minor concrete work,
fuel-piping additions, air supply additions, sprinkler additions and
electrical alterations. The contractor will be expected to work in
occupied areas of the building while it remains operational during
construction and renovation activities. All work shall be done in
strict accordance with the contract plans and specifications. The
projected period of performance is 202 calendar days, with 60 calendar
days allocated for actual hangar construction and installation work.
The construction contract will be firm fixed-price between $500,000 and
$1,000,000. The applicable SIC code and size standard for this
acquisition is 1542/$17M. This is an unrestricted acquisition.
Solicitation documents will be available on or about 1 March 1999 and
MUST BE REQUESTED IN WRITING ACCOMPANIED BY A NON-REFUNDABLE PAYMENT
(CERTIFIED CHECK, CASHIERS CHECK, MONEY ORDER OR BANK DRAFT) OF $25.00
for each solicitation package, and payable to: Aircraft Repair &
Supply Center/USCG. Personal checks or company checks will not be
accepted. No requests will be honored without payment. Telephone
requests WILL NOT be honored. A pre-bid conference and site evaluation
will be scheduled in the solicitation documents. The contractor shall
provide a signed copy of the SF1442 at the time and place specified in
the solicitation for bid opening. Bids will be publicly opened. Sealed
envelopes containing bids shall be marked to show the bidder's name
and address, the solicitation number, and the date and time bids are
due. Contractors that are Debarred, Suspended, or Proposed for
Debarment are excluded from receiving contracts. Performance and
payment bonds will be required. ATTENTION: Minority, Women-owned, and
Disadvantaged Business Enterprises (DBEs)! The Department of
Transportation (DOT), offers working capital financing and bonding
assistance for transportation related contracts. DOT's Bonding
Assistance Program (BAP) offers bid, performance and payment bonds on
contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP)
offers lines of credit to finance accounts receivable. Maximum line of
