The U.S. Army Materiel Command Acquisition Center -- Natick Contracting Division, and the U.S. Army Soldier and Biological Chemical Command -- Natick intend to negotiate a sole source contract with Kirkhill Rubber Inc, Brea, CA for the production of Chemical/Biological (CB)/Decontamination Agent Resistant Butyl Rubber Gasket Material for use in Army Standard Family (ASF) Rigid Wall Expandable ISO Shelters. Kirkhill is the only known manufacturer to have successfully demonstrated the ability to manufacture a unique CB resistant butyl rubber based gasket material that provides the required physical and chemical properties and level of threat protection over the operational temperature range of the shelters. Kirkhill has also demonstrated the ability to extrude and cure specific cross sectional gasket shapes, from this material, without distortion. The cross sections were selected only after a comprehensive R&D test program was conducted to insure proper gasket fit for ease of installation and to insure air and water tightness after expansion and striking of the ASF Rigid Wall Expandable ISO Shelters. The fit and response of these gaskets under operational extremes (load, temperature, rain ) is critical to the performance of the shelter in a chemical environment. Extrusion of approximately 700 linear feet per shelter of CB resistant gasket material, from 15 distinct gasket cross sectional shapes, is required to completely outfit all seams in one Two Side Expandable ASF ISO Shelter. The Government intends to award a five year requirements type production contract consisting of one base year and four optional ordering periods of one year each to provide CB Resistant gasket material to completely ought an estimated total quantity of 540 Two Side Expandable ASF ISO shelters over all five years.
