IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation
F30602-99-Q0201 is being issued as a Request for Quotation (RFQ)
incorporating provisions and clauses in effect through Federal
Acquisition Circular 97-10 and DFAR Change Notice 19990115. Additional

all provisions and clauses . The SIC code is 8711 for this restricted
acquisition with a small business size standard of $2.5 Million. See
Note 1. The Air Force Research Laboratory, Rome Research Site,
Information Directorate has a requirement for a contractor to provide
services in the form of scientific planning in support of an in-house
program related to Space Based Radar. Period of performance on or about
03 March 1999 through 03 July 1999. Estimated number of hours is 416.
(1) Apply existing JAVA based scene representation technology to depict
the radar field of view and field of regard for selected flight
profiles. (2) Estimate suitability for each scene to support adaptive
filtering with suitable degrees of freedom. (3) Document results and
recommendations on flight test profiles. (4) Present results documented
in Task (3) to the SNRT in-house team investigating Spatial Denial. (5)
Two meetings will be held to discuss this effort, at the beginning and
at the end of the task. Contractor is required to have a Masters
Degree in Electrical, Electronic, or Computer Engineering, a minimum of
seven years experience in Radar Signal Processing, and a minimum of
five Record of Publications in journals and/or conferences. Award will
be based on price. Include a completed copy of FAR 52.212-3 and DFAR
252.212-7000, Offerors Representations and Certifications-Commercial
Items, DFAR 252.225-7035, with your quotation. See RRSBOH. FAR
