provide all parts, labor, material, equipment and transportation to
operate and maintain personnel and baggage screening services at
Andersen Air Force Base, Guam Passenger Terminal. Andersen's passenger
terminal has an average of 21,000 customers/passengers entering its
facility each month. Screening shall be performed in a manner that will
allow customers/passengers entering the passenger terminal expeditious
service to the check-in counter, while at the same time maintaining
the integrity of the Defense Transportation System. Andersen will
furnish the following Government owned equipment: Sentrie AT
Magnatometer, AS & E Micro-Dose X-ray Inspection System 101zz,
Barringer Instruments Ionscan 400, and Garrett Super Scanner Hand-held
Metal Detector 11651, (2 ea). The solicitation will be written in
accordance with FAR Part 12 for Acquisition of Commercial Items. The
Request for Proposal (RFP) will be issued on 19 February 1999 via the
internet at the following web-site:
www.andersen.af.mil/36cons/services.htm. A written solicitation will
not be issued. This requirement is a total Small Business set aside.
The Standard Industrial Classification Code is 7389, and the small
business size standard is $5.0 mil. The performance period will be 1
(one) basic year with 4 (four) one-year option periods. The place of
performance is Andersen Air Force Base, Guam, Air Mobility Command
Passenger Terminal, Building 17002. There will be a site visit on 26
February 1999 at 10:00 a.m. at building 17002. Please provide your
company name, list of attendee(s), social security number(s), and phone
number(s) for personnel attending the site visit by 4:00 p.m. local
time on 25 February 1999. The FAR and DFAR clauses contained in the RFP
can be viewed in full text at the following web site:
http://farsite.hill.af.mil. The FAR clause 52.212-3, Offeror
Representation and Certifications-Commercial Items, requires you to
complete the applicable representations and certifications and include
it with your proposal. Evaluation will be based on price, past
performance, and experience from a responsive and responsible
contractor offering best value to the government. Past performance is
of equal importance to experience, and when combined these factors are
approximately equal to price. Proposals are due by 4:00 p.m. local
time on 12 March 1999. Faxed proposals will not be accepted. All
